Can I smoke shisha pipe?

I am 13 I have done it before with my friends mum watching and it had no tobacco whatsoever it was COMPLETLEY herbal. Am I allowed to smoke it? My mum said I can buy one, the man in the shop will sell one too me. So yeah..?
