Is Marhaba lounge in Dubai Int. Airport free?

There are many restaurants at Dubai Airport. There is an Emirates lounge however you need to be a silver Skywards member to gain access if you are in an Economy seat. The Marhaba lounge is not free but it's services are included in the entrance price and it is available to all travelers wishing to pay.
