What is the approx cost to get an Aerobic Waste-water treatment system that disperses into a creek?

Our drainage system is bad and our soil is unsuitable for a sand mound (says our county's SEO). We were told we first need a permit from the DEP. How much and how long does that take? We are in contract to sell our house.
