If my college doesnt have a crew team can i join one outside of school?

I am a competetive rower and am pretty serious about rowing but i also would love to attend Savannah College of Art and Design in Atlanta. the only problem is they do not have a rowing club. would it be possible to join a club seperate from the college and still have a good team to row with?
